They are from the same silo. After their uprising very few survived. Those who did were wary of people from other departments so tried to stay away from each other. The silos are massive so it would be possable to do this. The children were the children of survivors. Their parents died I would imagine at some point.
Solo actually said he'd been alone for 34 years. He said he used to imagine often that there were other people still around - he'd hear noises or find things moved, but eventually decided there was no one else left alive.
The kids are young -- the girl with the baby was around 15, Juliette estimated, the rest even younger. I took all of this to mean that there HAD been other survivors in the silo with Solo, but they had successfully avoided him. And they had babies. I guess the question I had is whether the kids are siblings, or the children of a pocket of multiple survivors of the initial "troubles."

I gathered that the children came from a pocket of survivors from the initial "troubles", who then mysteriously died sometime after their births. The reason Solo never knew about them was because he strayed away from going down too far into the silo. Although, he did hear strange noises, which was either an indicator of people rummaging for items in the upper levels or him going crazy. I think both.
